Sergei Pospelov spoke at an international academic workshop entitled Military Law and Modern Information Technology of Legal Support in the Area of National Security and Military and Technical Cooperation
CSTO PA Executive Secretary noted the Assembly’s leading role in harmonizing and improving the legislation of the CSTO states in the area of national security and military capacity building.
Mr Pospelov recalled that the CSTO Collective Security Strategy 2025 envisages that by 2025, the CSTO Member States will have achieved such a level of interaction between military-industrial complexes “that will ensure the sustainable development of their scientific, technology and production potential, further economic integration and increased innovation assets.”
Speaking about the role of the CSTO PA in implementing the Strategy, Sergei Pospelov said that “it plays the role of a body that facilitates the approximation and harmonization of the legislation of the allied states on a wide range of national-security issues.”
“An effective tool to achieve this goal,” according to the Executive Secretary, “is the joint work of the parliaments of the Organization’s Member States towards the creation of a CSTO model legislative framework promoting the improvement of the collective-security system amid global digitalization, adaptation of the CSTO legal framework to modern challenges and threats, taking into account the promising directions of military thought: the introduction of weapons using new physical principles, the use of artificial intelligence, new communication and robotics standards.”
“It is the model regulations adopted by the CSTO Parliamentary Assembly and approved in parliaments and competent bodies that create favourable conditions for the approximation of the Organization’s legal framework,” said the Executive Secretary.
Mr Pospelov particularly stressed that “seeking to enhance this process, the CSTO Parliamentary Assembly Council and its Chairman Vyacheslav Volodin are facilitating the parliaments of the Organization’s Member States towards timely implementation of model regulations in their national legislation.”
