CSTO parliamentarians working to improve the Organization’s peacekeeping activities
“Analysis of the peacekeeping operation in the Republic of Kazakhstan revealed that there is considerable room for improvement of decision-making procedures for involvement of forces and assets of the CSTO collective security system in crisis situations,” Anatoly Vyborny, Chairman of the Standing Commission on Defence and Security of the CSTO Parliamentary Assembly, deputy Chairman of the Committee on Security and Corruption Control of the Russian State Duma, said during a meeting of the Commission.
“CSTO States’ special national laws on peacekeeping should formalize the unified approaches to the composition of national contingents, including, apart from servicemen, police and civilian personnel, as well as to regulate the criteria and rights of personnel in terms of legal use of physical force and weapons,” Anatoly Vyborny said.
“We believe it is necessary to consider the issues concerning the adoption of decisions by parliaments on the prompt use of national formations of the Armed Forces that are part of the CSTO Troops (Collective Forces) outside the territory of states whose national legislation provides for the parliamentary approval of relevant decisions by presidents (supreme commanders), giving them the right to make such decisions in the future without further parliamentary approval, including with a view to implementing the Agreement and taking into account the experience of Armenia, Russia and Belarus,” stressed the Chairman of the CSTO PA Standing Commission on Defence and Security.
According to Anatoly Vyborny, it is relevant to prepare the necessary amendments to the CSTO model law On Peacekeeping Activities and Peacekeeping Forces and the recommendations adopted in accordance with it, in order to improve and specify certain provisions thereof.
