Parliamentary Assembly of the Union State of Belarus and Russia applied for a CSTO PA partner status
Vyacheslav Volodin, Chairman of the Parliamentary Assembly of the Union State of Belarus and Russia, Chairman of the State Duma of the Federal Assembly of the Russian Federation, presided over the sixty-second session of the Parliamentary Assembly of the Union State of Belarus and Russia in Minsk (Republic of Belarus).
Participants of the session adopted the Resolution on the Appeal to the Parliamentary Assembly of the Collective Security Treaty Organization to grant the Parliamentary Assembly of the Union State of Belarus and Russia the Status of a Partner to the CSTO Parliamentary Assembly.
The session granted the representatives delegated to the Parliamentary Assembly of the Union State of Belarus and Russia by the Council of the Republic and the House of Representatives of the National Assembly of the Republic of Belarus, the Federation Council and the State Duma of the Federal Assembly of the Russian Federation the powers of the deputies of the Parliamentary Assembly of the Union State of Belarus and Russia.
Mikhail Rusyi has been elected deputy Chairman of the Parliamentary Assembly of the Union State of Belarus and Russia.
New composition of Parliamentary Assembly commissions has been established and their chairpersons elected. The number of commissions has been increased from 8 to 12. The change in the number of commissions is primarily determined by the need of the commissions’ supervision over the legislative implementation of the 28 Union integration programmes and provisions of the 2021–2023 Guidelines for the Implementation of the Treaty on the Creation of the Union State approved by Decree No. 6 of the Supreme State Council of the Union State of November 4, 2021.
With the purpose of ensuring legislative support of implementation of the provisions of the Treaty on the Creation of the Union State, the newly-formed commissions have been assigned to the Union integration programmes approved by Decree No. 6 of the Supreme State Council of the Union State of November 4, 2021.
The Parliamentary Assembly commissions have been charged with monitoring the legislative implementation of the 28 Union integration programmes and provisions of the 2021–2023 Guidelines for the Implementation of the Treaty on the Creation of the Union State.
The Parliamentary Assembly Committee on Legislation and Rules of Procedure has been charged with monitoring the development and submission for approval of the draft 2024–2026 Guidelines for the Implementation of the Treaty on the Creation of the Union State.
The decision to enhance the efficiency of the Parliamentary Assembly was taken at the sixty-first session in December 2021.
The CSTO PA carried out certain work to assist the colleagues from the Parliamentary Assembly of the Union State of Belarus and Russia in learning the methods of drafting model legislative acts.
As you may recall, the Parliamentary Assembly of the Union State of Belarus and Russia has been an observer to the Parliamentary Assembly of the Collective Security Treaty Organization since 2010.
