Shabdanbek Alishev: CSTO PA Pays Special Attention to Legislative Support of Crisis Response
From September 22 to 24, a meeting with officials from the national bodies of the CSTO Member States authorized to interact with the Organization's Crisis Response Centre is being held in Bishkek at the Combat Training Centre of the Kyrgyz Armed Forces.
During the meeting, participants assess the military-political situation in the CSTO collective security regions and make predictions about its possible development.
Shabdanbek Alishev, Plenipotentiary Representative of Jogorku Kenesh of the Kyrgyz Republic in the CSTO Parliamentary Assembly, paid special attention to the Assembly's work to harmonize national legislation on crisis response. He stressed the importance of developing a legal framework and harmonizing the legislation of Member States on defence, military development and security.
Shabdanbek Alishev pointed out that the Parliamentary Assembly is actively developing recommendations on synchronizing treaty ratification procedures, as well as on bringing national legislation into line with treaty obligations and decisions of the CSTO Collective Security Council. These measures are aimed at improving the effectiveness of the CSTO СRRF and peacekeeping operations.
Among the priority areas for the Assembly, the Plenipotentiary Representative of the Kyrgyz Republic highlighted the improvement of legislative acts on the status of military service, criminal liability for crimes against military service, as well as simplification of procedures for the use of collective peacekeeping forces and strengthening of humanitarian assistance in crisis situations.
"From 2012 to 2021, the Assembly adopted more than 30 model legislative acts reflecting crisis response issues, including 10 model acts aimed at regulating relations arising in emergency situations," Shabdanbek Alishev said.
He also noted that, starting in June 2024, the CSTO Parliamentary Assembly has begun drafting the 2026-2030 CSTO Legislative Action Plan, which will be adopted this December at the Assembly's plenary session. The possibility of implementing initiatives of the defence ministries of Member States, the Secretariat and the CSTO Joint Staff is being considered.
In conclusion, Shabdanbek Alishev announced a proposal by the CSTO Parliamentary Assembly Secretariat to include a special step in the work process of the Crisis Response Centre and authorized national bodies – informing the relevant committees and parliament commissions about the occurrence of a crisis situation.
