Talgat Musabayev: Parliamentary Assembly creates legal framework for security in CSTO area of responsibility
Talgat Musabayev, Hero of Russia, Russian pilot and cosmonaut, Kazakh pilot and cosmonaut, Halyk Kaharmany (National Hero of Kazakhstan), Lieutenant General of Aviation and currently a member of the Senat of the Parliament of the Republic of Kazakhstan, is actively involved in work of the Parliamentary Assembly of the Collective Security Treaty Organization.
At the end of the meeting of the CSTO PA Standing Commission on Defence and Security, he shared his vision of the work in the CSTO Parliamentary Assembly.
“Of course, not only as a Hero of both the Russian Federation and the Republic of Kazakhstan, and a citizen, today of the Republic of Kazakhstan, earlier of the Russian Federation, and earlier still, of the Soviet Union, I see the work of the CSTO Parliamentary Assembly, our work, in making this institution, the CSTO, work not chaotically, but based on those laws that will be adopted by all Member States of the Organization.”
Mr Musabayev is convinced that this is the main activity of the CSTO Parliamentary Assembly, “since the model laws that are proposed to the CSTO Member States, as we all know, are developed by the Assembly. And they are used by the legislative bodies of the Member States. Of course, not everything goes smoothly, that is all right, it happens; there are peculiarities of the legislation of each of our States, they differ somewhat, but that is why we are working here, to harmonize the model laws that we develop, so that the CSTO Member States share a similar or, as it were, predominantly universal security legislation,” said Talgat Musabayev.
