Vadim Dengin: Kyrgyzstan’s electoral system is constantly improving
Vadim Dengin, member of the Committee on Budget and Financial Markets of the Federation Council of the Federal Assembly of the Russian Federation, sees the advantage of international election observation in being able, thanks to the CSTO Parliamentary Assembly, to see different versions of electoral systems in action.
Vadim Dengin notes, “I like that the electoral system of the Kyrgyz Republic is constantly improving and that the Chairperson of the Central Commission for Elections and Referenda is in constant dialogue with legislators and voters, analyses past mistakes and, taking them into account, tries to improve the electoral legislation system.”
Vadim Dengin noted that the CSTO PA observers visited enough polling stations today to draw certain conclusions, and particularly emphasized the hospitality towards international observers from the CSTO Parliamentary Assembly, “It is very nice.”
“It is understandable that the ballots are overflowing and the information is difficult to match: who to vote for, which box to tick. I am sure there will be mistakes in any case. There were mistakes during the test voting,” said Vadim Dengin.
The CSTO PA international observer drew attention to ensuring the security of voters and the integrity of the voting results, noting significant improvements in this area.
“Speaking about security itself, some polling stations had an external perimeter, we were pleasantly surprised. Even during the presidential election and the Referendum there was no such thing; maybe these precincts were especially worried and did it to ensure that there would be no ‘ballot stuffing’ or other types of vote-buying,” he noted.
Vadim Dengin has a positive assessment of the voting process. “For our part, we can confirm that as of the current period that we analyse, the election took place. It was thoroughly, professionally prepared. The CCER of the Kyrgyz Republic did everything in its power to ensure that the election concluded successfully.”
“Certainly, there were some errors, and they still need to be analysed and corrected. In any case, the process will continue,” the Russian senator said.
