Vladimir Andreichenko: Belarus has experienced the effects of hybrid warfare
“Constant escalation of tension, destruction of international mechanisms of arms control – this is the harsh reality that we are facing today,” said Vladimir Andreichenko, Chairman of the House of Representatives of the National Assembly of the Republic of Belarus, at a field session of the Council of the CSTO Parliamentary Assembly on July 1.
“Our opponents have completely forgotten the fundamental principles and international law, and instead they use blatant methods of applying pressure: sanctions and interference in internal affairs. The events around Belarus are a direct confirmation of this. Over the past year, we have experienced the effect of the latest hybrid warfare techniques, ranging from stirring up society from within to the attempt to physically eliminate the head of state,” he said.
According to the Chairman of the House of Representatives, the fact that this war was carried out “aggressively, using advanced digital technology and the latest developments in the field of psychological action” was of particular concern.
At the same time, “we are often late with a decent and adequate response in this confrontation,” says Vladimir Andreichenko.
In his opinion, as countermeasures, it is necessary to develop an offensive information policy aimed at all segments of the population and, above all, young people.
“Such values as patriotism, love for the country, historical togetherness and internationalism that are understood as readiness to lend a helping hand to each other in a difficult moment, fighting against any manifestations of xenophobia should become the basis of information policy of the CSTO States,” stressed Vladimir Andreichenko.
In addition, he considers it necessary to reliably ensure that the CSTO States can control the information field, prevent and block cyberattacks and protect the relevant political infrastructure.
Mr Andreichenko reminded that the proactive creation of the Belt of Digital Good-Neighbourly Relations is particularly relevant in modern conditions. He suggested that the relevant commissions and delegations of international organizations should take a closer look at the potential opportunities for discussion and implementation of these initiatives at the international level.
