CSTO parliamentarians prioritize legislative support of peacekeeping
In his speech at the CSTO PA Council meeting in Yerevan on June 6, Anatoly Vyborny, Chairman of the CSTO PA Standing Commission on Defence and Security and deputy Chairman of the Committee on Security and Corruption Control of the State Duma of the Federal Assembly of the Russian Federation, noted that according to the current documents of the Organization, sending a peacekeeping contingent upon request of one of the CSTO Member States would take at least seven days.
“The first operation of the CSTO Collective Peacekeeping Forces in Kazakhstan has shown that such a response procedure certainly has considerable room for improvement and decision-making time should be reduced. It is hard to imagine the consequences of deploying the CSTO CPF in the first peacekeeping operation not in a matter of days and hours (as was the case) but even a week later,” said Anatoly Vyborny.
At the same time, noted Anatoly Vyborny, even now the CSTO Parliamentary Assembly’s experience in elaboration of legislation on peacekeeping issues points to the necessity of “coordinated and purposeful improvement of national legislation in this area, prioritizing consistent implementation of all normative guidelines of the CSTO Peacekeeping Treaty into the national legislation of the Member States, including adoption of special laws (where required) regulating of peacekeeping activities of states and the status of peacekeeping forces on the basis of the CSTO model law On Peacekeeping Activities and Peacekeeping Forces. And, possibly, improvement of the model law itself taking into account the experience of the first CSTO peacekeeping operation.
