Expert Advisory Board under the CSTO PA Council and CSTO PA Standing Commissions will hold meetings on October 15–16 in a hybrid mode with videoconferencing
On October 15–16, Expert Advisory Board under the CSTO PA Council, CSTO PA Legal Centre for Information and Analysis, as well as Standing Commissions of the Parliamentary Assembly of the Collective Security Treaty Organization on Socioeconomic and Legal Issues, on Defence and Security and on Political Affairs and International Cooperation will hold their meetings in a hybrid mode with videoconferencing.
Expert Advisory Board under the CSTO PA Council has 23 items submitted for its consideration. The Board will consider draft 2021–2025 CSTO PA Action Plan on Approximation and Harmonization of National Legislation of the CSTO Member States and discuss draft Recommendations on the Regulation of Digital Currency Turnover and draft Recommendations on the Regulation of Trusts Within the CSTO Member States.
The Board then plans to hear the reports of the developers of the model legislative acts, the drafts of which will be submitted to the spring session of the CSTO Parliamentary Assembly. In total, four draft model laws, 13 draft recommendations and a draft public security concept of the CSTO Member States are to be submitted to the spring session.
Using videoconferencing capabilities of the CSTO PA Standing Commission on Defence and Security, the parliamentarians will hear a report of Aleksandr Rakitin, first deputy Chairman of the Defence and Security Committee of the Federation Council of the Federal Assembly of the Russian Federation, on the implementation of the priorities of the Russian Federation during its 2020 presidency in the Collective Security Treaty Organization.
Meeting participants will work together with experts to consider the draft model laws of the CSTO:
On Information Security;
On Information and Analytical Support of Law-Enforcement Activity;
On Countering Technological Terrorism at Fuel and Energy Industry Facilities;
recommendations:
on countering illicit trafficking of weapons of mass destruction;
on the establishment of uniform approaches of the CSTO Member States to the state registration of new psychoactive substances;
on the improvement of the CSTO Member States’ legislation in the area of organization of international flights of the air forces, other troops and military units;
basic criteria and indicators of anti-corruption monitoring (spreading corruption) in the CSTO Member States;
concept action plan and toolbox to counter cyber challenges and threats.
Commission members will discuss the draft 2021–2025 CSTO PA Action Plan on Approximation and Harmonization of National Legislation of the CSTO Member States and the 2021 Work Plan of the CSTO Parliamentary Assembly.
The meeting of the CSTO PA Standing Commission on Political Affairs and International Cooperation will discuss the progress of ratification of international treaties concluded within the framework of the Organization, as well as the results of the monitoring of the election to the Jogorku Kenesh of the 7th convocation by a group of international observers from the CSTO Parliamentary Assembly (October 4, 2020).
Dmitry Novikov, deputy Chairman of the Commission and deputy Chairman of the Committee on International Affairs of the State Duma of the Federal Assembly of the Russian Federation, will report on the implementation of the priorities of the Russian Federation during its 2020 presidency in the CSTO.
Vasily Piskarev, member of the Coordination Meeting of Chairpersons of Committees (Commissions) of Parliaments of the CSTO Member States on Defence and Security under the Council of the CSTO PA and Chairman of the State Duma Committee on Security and Corruption Control, Chairman of the State Duma Commission on the Investigation of Foreign Interference in Russia’s Internal Affairs will present the activity of the Commission on the Investigation of Foreign Interference in Russia’s Internal Affairs.
Olga Kovitidi, member of the Federation Council Committee on Defence and Security, will report on the proposals to improve the regulations of the CSTO Parliamentary Assembly to enable parliaments of the CSTO Member States to provide comments (feedback and proposals) on meeting agendas in a timely manner.
Igor Lavrinenko, Chairman of the Commission and deputy Chairman of the Standing Commission on National Security of the House of Representatives of the National Assembly of the Republic of Belarus, will make a report on the draft 2021–2025 CSTO PA Action Plan on Approximation and Harmonization of National Legislation of the CSTO Member States at the session of the CSTO PA Standing Commission on Socioeconomic and Legal Issues; Aleksandr Karlin, member of the Commission and deputy Chairman of the Council of the Federation Committee on Constitutional Legislation and State-Building, will speak about CSTO’s draft model law On Military Veterans and Recommendations to Improve the CSTO Member States’ National Legislation Governing Undesirable Migration.
The parliamentarians will consider the draft documents regulating the activities of the CSTO Parliamentary Assembly and hear the report of Sergei Pospelov, Executive Secretary of the CSTO Parliamentary Assembly, on financing the activities of the CSTO Parliamentary Assembly and proposed changes in the structure of the CSTO Parliamentary Assembly.
