Observers from the Parliamentary Assembly of the Collective Security Treaty Organization met with Aida Kasymaliyeva, acting Speaker of the Jogorku Kenesh of the Kyrgyz Republic.
“We are preparing for the election, we are choosing the new parliament. The processes are very interesting and new; as you know, this year we adopted a new Constitution through a Referendum; the constitutional regime has changed and so has the parliament,” recalled acting Speaker of the Jogorku Kenesh. She said, “We ourselves are waiting for the voting with interest,” because “we were a parliamentary state, and, based on the wishes of the people who voted in the Referendum, the number of deputies is reduced to 90 (from 120 in the 6th convocation), the system of election of deputies is also changing: from a majority to a mixed one.”
As you may recall, in the 2021 election, 54 deputies to the Jogorku Kenesh are elected under the proportional system (from open lists of political party candidates) in a single electoral district, 36 deputies are elected under the majoritarian system in single-seat electoral districts.
Aida Kasymalieva thanked international observers for their participation in the monitoring of the election campaign and of the upcoming voting, noting that “this is very important for us.” She recalled that the Security Council of the Kyrgyz Republic decreed to take special care to exclude administrative interference during the voting and expressed the hope that the election “will be transparent, fair and objective for all parties. We expect an objective assessment from international observers, it is very important for the electoral process,” said Aida Kasymaliyeva.
The election of deputies to the Jogorku Kenesh of the Kyrgyz Republic is scheduled for November 28.
