Anatoly VYBORNY, Chairman of the Permanent Commission of the CSTO PA on Defence and Security, participated in the joint session of the Coordination Meeting of Chairpersons of Committees (Commissions) on Defence and Security of the parliaments of the CSTO PA Member States in Dushanbe.
The participants discussed the military and political situation in the Central Asian region of CSTO’s collective security. They also talked about threats that international terrorist organizations pose to the Member States.
In addition, the parliamentarians reviewed draft recommendations to improve the national legislation of the CSTO Member States: in the interests of combating corruption, financing of terrorism and other types of crime; in the area of information security of individuals, society and the state.
“The CSTO is a shield of common and indivisible security of countries in the post-Soviet space. The consolidated forces of friendly states are ready to respond to any external challenges and threats at any time. For a quarter of a century now, the Organization has been providing a comprehensive response to terrorist organizations. In particular, in October, Tajikistan hosted a joint training exercise with the CSTO Peacekeeping Force entitled “Unbreakable Brotherhood 2019.” One of the discussed draft recommendations on approximation of legislation of the Organization’s member States was a model draft law on the confiscation of illegally obtained property. It establishes, among other things, a legal mechanism for the confiscation of property obtained by criminal means, even if a criminal case is terminated without exoneration and it is impossible to apply such punishment for other reasons. Its purpose is to counter corruption, financing of terrorism and other types of highly lucrative crimes. The adoption of this model law and its subsequent implementation in the national legislation of the CSTO Member States will also allow achieving a number of socially important goals.
