Anatoly Vyborny: New Technologies Require New Approaches in the Security System
On December 19, at a Council meeting in Moscow, the CSTO Parliamentary Assembly adopted a number of new model laws. Among them are the model laws On the Security of Critical Information Infrastructure and On Information Protection and Cyber Security.
Anatoly Vyborny, Chairman of the CSTO Parliamentary Assembly’s Standing Commission on Defence and Security and a State Duma deputy, noted that the adopted model acts are aimed at improving and converging the legislation of the CSTO Member States “in order to form common approaches to ensuring security, including information, digital and biological security throughout the CSTO area.”
The documents have undergone a comprehensive examination and interdepartmental coordination, including in the parliaments of the CSTO countries. All of them have been thoroughly and repeatedly discussed at meetings of the CSTO PA Council’s Expert Advisory Board.
In particular, the draft model law On the Security of Critical Information Infrastructure was developed in order to prioritize the security of information infrastructure as an element of national security of any modern state, primarily infrastructure that is operated by both public and private entities, mainly in vital areas of national defence, communications, transportation, and industry.
“New technologies require new approaches in the security system. There is no area where the Internet and online services have not changed: public administration, business processes, media, information infrastructure objects… This makes it especially urgent to ensure the highest level of information security and strengthen the fight against cybercrime,” Mr Vyborny said.
Adoption of new model laws will allow to quickly form a comprehensive multi-level framework to counter cyberattacks on state bodies and organizations, information infrastructure facilities of the CSTO Member States.
The adopted laws were prepared in accordance with the 2021–2025 Action Plan of the CSTO Parliamentary Assembly on the Approximation and Harmonization of National Legislation of the CSTO Member States.
