Anatoly Vyborny: CSTO Parliaments Create Common Rules for Protection Against New Types of Weapons
On 7 October, Agreement on Inter-State Cooperation in the Use of New Types of Weapons and Technologies will be reviewed at a meeting of the CSTO PA Permanent Commission on Defence and Security in St. Petersburg.
According to Anatoly Vyborny, Chairman of the Commission, deputy Chairman of the State Duma Committee on Security and Corruption Control, the Agreement pays special attention to the key term "new types of weapons and technologies", which includes new physical principles weapons. The Collective Security Treaty Organization (CSTO) will include new types of weapons in its fundamental documents for the first time. In particular, hypersonic and laser weapons, as well as unmanned systems.
"The CSTO is thus creating legal and organizational mechanisms to regulate the use of new types of weapons and technologies. The situation is escalating – weapon technologies are developing rapidly, the range of threats to national and collective security is expanding, and their nature and intensity are changing. The reconnaissance and subversive activities of foreign intelligence services, terrorist and extremist groups in the CSTO's area of responsibility have intensified significantly. The signing of this agreement will allow us to exchange intelligence, technology and expertise on the latest types of weapons in order to stay one step ahead of the dangers. The document provides for joint planning and coordination of actions in the use of new types of weapons and technologies," explained Anatoly Vyborny.
Colonel General Andrei Serdyukov, Chief of the CSTO Joint Staff and Hero of the Russian Federation, in a comment to the Izvestia newspaper noted that in today's armed conflicts "the opposing sides use the most modern types of weapons, military and special equipment, and also conduct practical tests of their high-potential models."
"In these conditions, the improvement of the regulatory and legal framework of the Organization's Member States should ensure legal regulation of the use of new types of weapons and technologies, as well as take into account the need to comply with the principles and norms of international humanitarian law," Andrei Serdyukov underlined.
In addition to the meeting of CSTO PA Permanent Commission on Defence and Security, meetings of the CSTO PA Permanent Commission on Political Affairs and International Cooperation and the CSTO PA Permanent Commission on Socio-Economic and Legal Affairs will be held on 7 October. A meeting of the CSTO PA Council’s Expert Advisory Board is scheduled for the day before.
