CSTO States create common rules to combat cyber threats and information terrorism
Anatoly Vyborny, Chairman of the Standing Commission on Defence and Security of the CSTO Parliamentary Assembly and a member of the State Duma Committee on Security and Corruption Control of the Federal Assembly of the Russian Federation, held a regular meeting of the Standing Commission.
The meeting reviewed draft model laws On Information Security and On Counteracting Terrorism at Fuel and Energy Industry Facilities.
In particular, noted Anatoly Vyborny, the discussed new laws are proposed to formalize a number of terms, concepts and definitions, such as, for example, “information domination.”
“Each of the CSTO Member States has developed its own legislation to organize its own national system of information security. However, as the events in the Republic of Belarus have shown, external information threats aimed against one of the states in order to disable a part of the CSTO framework, are transboundary in nature and automatically become a threat to the common collective security on the entire territory of the Organization,” said Anatoly Vyborny during the discussion of the draft model law On Information Security.
The Chairman of the CSTO PA Standing Commission on Defence and Security said that in this regard it was becoming increasingly urgent to adopt model laws aimed at both combating information threats and legal harmonization in order to prevent the spread of propaganda of destructive ideas within the borders of the CSTO States.
“We intend to continue to act according to the ‘security of one is security of all’ principle,” he said, “and to proactively ensure information domination in the fields of battle against destructive external forces in the digital domain.”
