Igor Borisov: Power is Sovereign Only when All Procedures of its Formation are Sovereign
On May 27, Igor Borisov, a member of the Central Election Commission of Russia, took part in the IV All-Russian Scientific and Practical Conference “Legal Support of National Security: Issues of Science and Education”. The event was organized by the Institute of Law and National Security of the Russian Presidential Academy of National Economy and Public Administration.
In his report “Electoral sovereignty: methodology, theory and practice” Igor Borisov emphasized that security issues today are of paramount importance in all spheres of state and public life. He noted that the legal science faces the task of developing effective legal tools to solve urgent problems associated with new challenges of time and external threats. These mechanisms, according to him, should not only ensure the security of the state and citizens, but also maximally contribute to the realization of the rights and freedoms of the population, especially in the context of ongoing hybrid wars by the “collective West” against sovereign states.
Igor Borisov also told the conference participants about the work of election commissions to ensure election security and protect electoral sovereignty, as well as about measures to improve the reliability and sustainability of legal and organizational mechanisms for conducting democratic procedures.
“Power can be truly sovereign only when all democratic procedures of its formation and legitimization are truly independent and protected from external influence. Therefore, it is extremely important for any democratic state to create effective legal instruments for the protection of sovereignty in the electoral sphere,” Igor Borisov emphasized.
It should be reminded that the topic of electoral sovereignty is a key issue in the lawmaking activities of the CSTO Parliamentary Assembly. The CSTO PA recommendations on the protection of electoral sovereignty were taken into account in the National Security Concept of the Republic of Belarus.
