Final report of the CSTO PA observers at the referendum in Kazakhstan
The group of international observers from the CSTO PA at the referendum on introducing changes and additions to the Constitution of the Republic of Kazakhstan formulated the text of their Report.
“The referendum of the Republic of Kazakhstan on introducing changes and additions to the Constitution of the Republic was organized and conducted in full compliance with the legislation of the Republic of Kazakhstan,” says the document. “Referendum participants were able to form their idea and attitude to the proposed constitutional changes and additions. Turnout at the polling stations was high and free, which shows that conditions were created for citizens to fully express their attitude to the subject of the referendum. Observers from political parties and civil society organizations were present at almost all polling stations, testifying to the open and transparent nature of the referendum.”
The referendum on introducing changes and additions to the Constitution of the Republic of Kazakhstan was scheduled by Presidential Decree No. 888 of May 5, 2022 for June 5, 2022.
The group of international observers from the CSTO Parliamentary Assembly conducted short-term monitoring of the preparation and voting in the referendum by invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan and instruction of Vyacheslav Volodin, Chairman of the CSTO Parliamentary Assembly, Chairman of the State Duma of the Federal Assembly of the Russian Federation.
As instructed, the Parliamentary Assembly formed a group of international observers with Faizullo Barotzoda, Chairman of the Commission for Parliamentary Ethics of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, appointed as the group coordinator.
The group included deputies and representatives of the supreme legislative bodies of the CSTO Member States: Republic of Armenia, Republic of Belarus, Kyrgyz Republic, Russian Federation and Republic of Tajikistan.
On June 5, international observers from the CSTO PA visited referendum polling stations from their opening until the end of the vote count.
The group acted on the principles of political neutrality, objectivity, non-interference in the referendum process and compliance with the legislation of the Republic of Kazakhstan. The members of the group were guided by the Convention on Standards of Democratic Elections, the Voting Rights and Freedoms in the State Parties of the Commonwealth of Independent States (October 7, 2002, Chisinau).
