Kolbin: So far, we have not observed any provocations or significant violations at polling stations in Armenia
CSTO PA international observers received no complaints from either local observers or voters, and polling stations’ work is noticeably well organized, said Sergei Kolbin, a member of the CSTO PA Standing Commission on Defence and Security and a member of the Federation Council of the Federal Assembly of the Russian Federation.
He noted “certain nuances which will definitely not affect the course of the election but were nonetheless noticed:” only two polling stations posted their voter lists.
According to Sergei Kolbin, all polling stations are equipped with COVID-19 personal hygiene products: masks, sanitizers, etc., their quantity is sufficient and all the security measures are strictly followed.
Voter turnout, according to Sergei Kolbin, was not very high as of 11:00 a.m. Yerevan time: at that time about 10% of the registered voters visited the polling stations where the observers were present.
Party and bloc observers are present at the polling stations, although they do not always know which party they represent.
The Russian senator thinks it is possible that some kind of work with the local observers has been organized, but no detailed instructions had been given. There were many young people with badges at polling stations, said Mr Kolbin, but they were not always aware of whose interests they represented, what they should monitor and what they could interfere with.
Moreover, not all chairpersons of precinct election commissions remember how many voters passed through their polling stations, and not everyone remembers how many voters are registered at their polling stations.
As for the voting process itself, it is, in Sergei Kolbin’s opinion, generally clear and orderly.
