Maksim Topilin, Chairman of the Committee on Economic Policy of the State Duma of the Federal Assembly of the Russian Federation, elected deputy Chairman of the Standing Commission on Social, Economic and Legal Issues of the CSTO Parliamentary Assembly.
He was born on April 19, 1967 in Moscow. PhD in Economics. In 1991, he defended his thesis on Material Incentives for Labour Contribution of Structural Departments of an Enterprise at Labour Research Institute.
From May 21, 2012 to January 21, 2020, he served as Minister of Labour and Social Protection of the Russian Federation in Dmitry Medvedev’s government (reappointed on May 18, 2018). Served as Chairman of the Board of the Pension Fund of the Russian Federation. On March 1, 2021, he became senior advisor to Oleg Belozerov, CEO of Russian Railways.
Since 2021, he has been a deputy of the Russian State Duma of the 8th convocation from the United Russia party, member of the United Russia faction. On October 12, 2021 he was elected Chairman of the Russian State Duma Committee on Economic Policy.
