Mikhail Krotov: legislative support for decisions of the Collective Security Council is a priority
The main priority of the Parliamentary Assembly of the Collective Security Treaty Organization is legislative support for the decisions of the CSTO Collective Security Council, says Mikhail Krotov, Plenipotentiary Representative of the Federal Assembly of the Russian Federation and deputy Executive Secretary of the CSTO PA.
“Interaction between the two groups of plenipotentiary representatives of our countries is very important. And, probably, our main subject is the development of the regulatory base, the legal support for the decisions taken by the Collective Security Council and other CSTO bodies,” said Mikhail Krotov in his speech at the working meeting of plenipotentiary representatives of the CSTO Member States to the CSTO and plenipotentiary representatives of the parliaments of the CSTO Member States to the CSTO Parliamentary Assembly.
The Plenipotentiary Representative of the Russian Federal Assembly and deputy CSTO PA Executive Secretary also recalled that one of the crucial activities of the Parliamentary Assembly is to promote the accelerated ratification of the treaties and agreements signed by the heads of the CSTO Member States.
According to Mikhail Krotov, the second equally important activity is to facilitate the harmonization of the CSTO Member States’ national legislations in the area of defence and security, “so that the national legislations of our countries are brought in line with these agreements.’
The third aspect is that some decisions of the CSTO Collective Security Council do not require ratification, but still require harmonization of national legislations with them.
Mikhail Krotov called on his colleagues, plenipotentiary representatives of the CSTO Member States, to inform which decisions of the CSTO Collective Security Council require immediate support from the parliaments of the Assembly.
