“We really hope that the planned events in the Kyrgyz Republic, the amendments to the Basic Law will promote stability, enable the country’s progressive development and strengthen the relations between our states,” said Olga Kovitidi, a member of the international observers group from the Parliamentary Assembly of the Collective Security Treaty Organization, a member of the CSTO PA Standing Commission on Political Affairs and International Cooperation and a member of the Russian Federation Council Committee on Constitutional Legislation and State Building at the joint press conference in Bishkek.
Answering the traditional question about possible voting violations, Olga Kovitidi said that they were insignificant and could not affect the outcome of the popular vote in Kyrgyzstan. “We have seen at the polling stations that the procedure is transparent,” she said.
Olga Kovitidi particularly emphasized good voting preparation and organization during the referendum. “The referendum preparation and conduct was done in accordance with the procedure stipulated by the legislation of the Kyrgyz Republic and the norms of international law. Voters were provided with all necessary conditions to exercise their rights stipulated by laws on elections and referendums.”
On April 11, the Kyrgyz Republic held the referendum on constitutional amendments and the elections of deputies to urban and rural councils (keneshs). According to the Kyrgyz Central Commission on Elections and Referendums, 37.4 percent of voters participated in the referendum, almost 79 percent of whom approved the amendments to the Basic Law of the Kyrgyz Republic.
The referendum included the question on adoption of the law of the Kyrgyz Republic On the Constitution of the Kyrgyz Republic.
