On April 24, the 12th International Meeting of High Representatives for Security Issues started in St. Petersburg.
International terrorism remains one of the most serious threats of the 21st century, Vladimir Putin, President of the Russian Federation, said at the opening of the meeting.
According to him, the purpose of terrorist attacks in different regions of the world, orchestrated not only by radical groups but also by intelligence services of some countries, is to undermine the constitutional foundations, destabilize sovereign states and incite interethnic and interreligious hatred.
The participants of the meeting discuss ensuring information security in the context of the forming polycentric world order.
Discussions are also expected within the two thematic round tables. Representatives of different countries will discuss cooperation to counter illegal migration, as well as to protect the population during military conflicts and natural and man-made emergencies.
Sergei Pospelov, Executive Secretary of the CSTO Parliamentary Assembly, shared the Assembly's legislative experience in ensuring information security in the CSTO countries.
“One of the main goals of the Assembly is to harmonize and unify the legislation of the Member States by creating model (standard) laws. These laws undergo interdepartmental approval and are an example of efficient cooperation between parliaments and security bodies of our countries,” Sergei Pospelov noted.
The CSTO Parliamentary Assembly has adopted 11 model acts in the field of information security – model laws “On Countering Terrorism and Extremism Through Information” and “On Information Security”, “Concept of the Action Plan and Tools for Countering Cyber Challenges and Threats” and others.
The model acts and their individual provisions adopted by the Assembly are actively used in national legislations, as well as in strategic documents of the CSTO Member States.
The International Meeting of High Representatives for Security Issues has been held since 2010 under the auspices of the Russian Security Council. In 2023, it was held in the Moscow region and was attended by representatives of more than 100 countries.
