On January 30–31, 2020 the 22nd Grand National Forum for Information Security Infoforum 2020 was held in Moscow.
Sergei POSPELOV, Executive Secretary of the Parliamentary Assembly of the Collective Security Treaty Organization, spoke at the plenary session of this biggest information security event in the Russian Federation.
Mr POSPELOV said in his speech, “The need for international cooperation in this area is especially evident against the backdrop of global digitalization and the widespread use of IT in the military, political, economic and public spheres of sovereign states.”
According to him, “The dynamics and development forecasts of the military and political situation in the world and near CSTO’s borders point to the increasing role of destabilizing information factors.”
Therefore, ensuring information security in the CSTO space has acquired the status of a strategic task established by the current Collective Security Strategy.
Establishment of common legislative principles and approximation of national legal systems, including in cybersecurity, are the main mission of the CSTO Parliamentary Assembly, the statutory body of the Organization.
Only in recent years, the Parliamentary Assembly has already adopted a number of relevant CSTO model legal acts. In addition to them, the CSTO PA is currently developing the following legal acts:
– Model law On Information Security;
– CSTO model law On Countering Technological Terrorism at Fuel and Energy Industry Facilities;
– recommendations on regulation of virtual currency turnover, and
– concept action plan and toolset to counter cyberchallenges and threats.
The best research organizations and experts from allied countries, as well as specialized parliamentary structures, are involved in the development of model laws and recommendations.
The CSTO model legal framework becomes up-to-date and, in some cases, proactive, which enables it to remain relevant in the medium and long term.
Today, the CSTO PA is forming a draft Action Plan on Approximation and Harmonization of National Legislation of the CSTO Member States for the next period 2021–2025 and invites experts for cooperation.
