The CSTO Parliamentary Assembly adopted the Model Legislative Programme for the next five years
On November 30, 2020, meetings of the Council and the thirteenth plenary session of the Parliamentary Assembly of the Collective Security Treaty Organization were held via videoconference
Vyacheslav Volodin, Chairman of the Council of the CSTO Parliamentary Assembly and Chairman of the State Duma of the Federal Assembly of the Russian Federation, delivered a welcome address on behalf of Vladimir Putin, Chairman of the CSTO Collective Security Council and President of the Russian Federation.
Stanislav Zas reported on the situation in the CSTO area of responsibility and measures to counter challenges and threats.
Meeting participants considered and adopted the draft model legislative acts, recommendations and other legal acts submitted by Anatoly Vyborny, Chairman of the CSTO PA Standing Commission on Defence and Security and a member of the Committee on Security and Corruption Control of the State Duma of the Federal Assembly of the Russian Federation:
– recommendations on countering illicit trafficking of weapons of mass destruction within the framework of international standards of the Financial Action Task Force;
– recommendations on the establishment of uniform approaches of the CSTO Member States to the state registration of new psychoactive substances;
– recommendations on the improvement of the CSTO Member States’ legislation in the area of organization of international flights of the air forces, other troops and military units;
Concept Action Plan and Toolbox to Counter Cyber Challenges and Threats.
Igor Lavrinenko, Chairman of the CSTO PA Standing Commission on Socioeconomic and Legal Issues and deputy Chairman of the Standing Commission on National Security of the House of Representatives of the National Assembly of the Republic of Belarus, reported on the implementation of model legislative acts and recommendations adopted by the Parliamentary Assembly in 2018 in the national legislation of the CSTO Member States.
The participants of the plenary session adopted the 2021–2025 CSTO PA Action Plan on Approximation and Harmonization of National Legislation of the CSTO Member States.
Emomali Rustami, Chairman of the Majlisi Oli of the Majlisi Milli of the Republic of Tajikistan, proposed to consider holding the next meeting of the Council of the CSTO Parliamentary Assembly in Dushanbe in March 2021; the proposal was gratefully accepted.
The meeting was attended by parliamentary delegations from all six CSTO Member States and observer parliaments of the CSTO PA: the Wolesi Jirga of the Islamic Republic of Afghanistan and the National Assembly of the Republic of Serbia.
