Russian President submits for ratification the Protocol on Amendments to the CSTO Peacekeeping Agreement
Vladimir Putin, President of the Russian Federation, has submitted to the State Duma of the Federal Assembly of the Russian Federation a document On Ratification of the Protocol on Introduction of Amendments to the Agreement on Peacekeeping Activities of the Collective Security Treaty Organization of October 6, 2007.
According to an explanatory note to the document posted on the website of the Russian State Duma in the Legislative Support System, “the Protocol introduces the concept of a ‘coordinating state.’ According to the amendments, ‘the Collective Security Treaty Organization’s Collective Peacekeeping Forces (CPF) shall be established under the auspices of a coordinating state for use in a UN peacekeeping operation.’ ‘The terms of participation of the CPF in a UN peacekeeping operation shall be defined in an agreement to be concluded by the coordinating state with a designated UN entity,’” the document states.
Aleksandr Pankin, deputy Minister of Foreign Affairs of the Russian Federation, was appointed as the official representative during the consideration of the document by the Federal Assembly of the Russian Federation.
As you may recall, the Protocol was signed on September 16, 2021 in Dushanbe at a meeting of the Collective Security Council of the Collective Security Treaty Organization; while on November 29, 2021, the CSTO Parliamentary Assembly, in accordance with the 2021–2025 CSTO PA Action Plan on Approximation and Harmonization of National Legislation of the CSTO Member States, adopted the model law On Peacekeeping Activities and Peacekeeping Forces.
