Legislative Mechanisms to Ensure Collective Security Presented at the CSTO PA Expert Council in St. Petersburg
On October 24, in St. Petersburg, the meeting of the CSTO PA Permanent Commission on Defence and Security approved draft Recommendations for the CSTO Member States on the Elaboration of General Principles of the Development of National Legislation. The aim of this initiative is to ensure national security through regulating the use of the latest technologies.
«The elaboration of a united artificial intelligence policy is particularly important for implementing a coordinated defence and security policy within the CSTO. The purpose of these Recommendations is to formulate legitimate suggestions on the elaboration of general principles for the development of national legislation of the CSTO Member States regulating the use of Artificial Intelligence to ensure national security,», – stated Anton Antopolsky, associate professor of Plekhanov Russian University of Economics, presenting the document.
The recommendations emphasize the need to create a system of constant monitoring of information security incidents related to the development and operation of AI systems.
National programs for Artificial Intelligence development have been adopted in more than 60 states, and a number of countries are currently developing similar strategies.
In general, the participants of the meeting discussed the situation in the CSTO area of responsibility and measures taken by the Organization to counter security challenges, reviewed Recommendations on Development of Legislation in the Field of Civil Protection, discussed the model law «On Countering Terrorism» and Recommendations on the Harmonization of Criminal and Administrative Legislation in the Field of Critical Information Infrastructure Security.
Andrei Kartapolov, Chairman of the Committee on Defence of the State Duma of the Russian Federation, informed his CSTO PA colleagues about the medical and biological security situation and changes in Russia's nuclear doctrine.
An important item on the agenda was a report on the visiting Coordination Meeting of Chairpersons of Committees on Defence and Security, held in Kyrgyzstan in September 2024. Rustam Shokhmurod, Chairman of the Committee on Law and Order, Defence and Security of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, summarized its results.
The meeting adjourned after the discussion of the work plan of the Collective Security Treaty Organization Parliamentary Assembly for 2025.
