CSTO PA recommendations to improve the law enforcement data analytics to help in the fight against high-tech crime
Recommendations on the Harmonization of the CSTO Member States’ Legislation in the Area of Information and Analytical Work of Law Enforcement Bodies, adopted on October 13, 2017 at the plenary session of the CSTO PA, were developed jointly by the Academy of the Ministry of Internal Affairs of the Republic of Belarus and Belarusian Special Training Centre for Further Education of Administrative Officers and Experts.
The work was carried out in accordance with the 2016–2020 CSTO PA Action Plan.
The developers of the model recommendations after a review came to the conclusion that the current crime is evolving despite the measures taken by law enforcement agencies. It actively pursues new hi-tech criminal modalities and data exchange. There is also a shift towards high-tech solutions to achieve illicit results.
These factors seriously impede the socio-economic development of the CSTO Member States.
In this regard, it becomes more urgent to form a unified legal framework and to improve the existing ones; to update the content and methods of information and analytical work, taking into account modern requirements; to develop new analytical approaches of law enforcement bodies.
One of the most important prerequisites to achieve this task is the development and implementation of coordinated legal approaches of the CSTO States on the harmonization of laws on information and analytical work of law enforcement bodies.
In the course of work on the Recommendations the developers have studied a significant number of national laws directly or indirectly governing the organization of law enforcement analytics and suggested possible areas of improvement and a possible structure of a model law on information and analytical support of law enforcement that can be developed in the future.
