This year, the Emergency Service turns 31. Over the years, the service has proven its readiness to respond quickly to any emergency in the country and the world.
Rescue Worker’s Day in Russia was established by Presidential Decree No. 1306 of November 26, 1995 On the Establishment of the Day of the Rescue Worker of the Russian Federation. The holiday’s date was not chosen randomly: the Russian Emergency Rescue Corps was established on December 27, 1990 by the Decree of the Council of Ministers of the RSFSR. The date of this decree’s adoption is considered the date of formation of the Russian EMERCOM and the rescuers’ professional holiday.
“I want to stress again that our rescue workers are among the best in terms of professionalism, experience, speed and precision of performing most complicated and extraordinary missions. You set standards for your colleagues around the globe to follow. Russia is rightly proud of you.

On July 17, 1990, the Presidium of the Supreme Council of the RSFSR was issued the Decree on the Formation of the Russian Emergency Rescue Corps.
On December 27, 1990, a decree of the Council of Ministers of the RSFSR established the Russian Emergency Rescue Corps (RERC). This date is considered to be the date of foundation of the Russian Emergency Situations Ministry. Subsequently, the RERC was renamed the State Committee for Emergency Situations (SCES).
On November 19, 1991, the State Committee for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters under the President of the RSFSR was established on the basis of the State Committee for Emergency Situations of the RSFSR and the Civil Defence Staff of the RSFSR.
On September 30, 1992, the State Committee for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters under the President of the RSFSR was reorganized into the State Committee of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters. It included the ACCTU control and rescue stations (established in 1958) and the ACCTU control and rescue services that were established 15 years later.
On January 10, 1994, the State Committee of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters was transformed into the Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM of Russia).
