CSTO PA Commission on Socioeconomic and Legal Issues deals with topics ranging from humanitarian law to military and economic cooperation
We continue sharing with you facts about the CSTO PA. Today the focus is on the Standing Commission on Socioeconomic and Legal Issues of the Parliamentary Assembly of the Collective Security Treaty Organization.
Like other standing commissions of the CSTO PA, it is formed by representatives of parliamentary delegations from the parliaments of the CSTO Member States.
Let us remind you that in accordance with Regulations on the Standing Commissions of the Parliamentary Assembly of the Collective Security Treaty Organization, the parliamentary delegations of the CSTO Member States send their representatives to the commission to form an official office of the parliaments at the commission. All parliaments’ offices have equal rights in the commission and each of them has one vote. The CSTO PA Standing Commission on Socioeconomic and Legal Issues formulates recommendations to improve the regulatory framework in the military and economic area and on the issues of combating illegal migration and human trafficking, high-tech crime and money laundering. Its goals include:
– Improving the regulatory framework in the area of export control, organization of exhibitions in the areas of CSTO military and economic cooperation, control over proper use of military products supplied within the CSTO and protection of intellectual property rights used in the course of military and economic cooperation within the Organization.
– Developing model laws and recommendations in the area of international humanitarian law and protection of victims of armed conflicts, assistance to refugees and displaced persons, as well as social protection of the military, law enforcement, security and special services personnel, their family members, persons with disabilities and veterans of these categories.
– Monitoring and preparing proposals adopted by the Collective Security Council for the implementation of inter-state military and economic programmes.
– Preparing proposals for closer cooperation and interaction with international organizations (UNHCR, IOM, etc.) involved in combating illegal migration and human trafficking, improving the system of training for law enforcement agencies and migration services.
– Addressing the issues of military and patriotic education of young people.
– Monitoring the implementation of domestic procedures under international treaties concluded within the CSTO in the legal sphere, in the area of economic cooperation of the CSTO Member States and social protection of servicemen, members of law enforcement bodies, security agencies and special services, their families, persons with disabilities and veterans of these categories; analysing the CSTO States’ implementation of domestic procedures necessary to enact international agreements concluded within the framework of the Organization.
In addition, the CSTO PA Standing Commission on Socioeconomic and Legal Issues controls the allocation, distribution and spending of budgetary funds by the Secretariat of the CSTO Parliamentary Assembly.
The CSTO PA Standing Commission on Socioeconomic and Legal Issues is chaired by Igor Lavrinenko, deputy Chairman of the Standing Committee on National Security of the House of Representatives of the National Assembly of the Republic of Belarus.
