The CSTO Crisis Response Centre held a strategic command staff training to practice the deployment of the collective security system equipment and personnel
On September 15–16, the Collective Security Treaty Organization under the leadership of Colonel General Anatoly Sidorov, head of the CSTO Joint Staff, held a strategic command staff training titled Preparation of Proposals and Development of Draft Decisions to the CSTO Bodies to Establish and Deploy Collective Security System Equipment and Personnel in the Caucasian Region of Collective Security.
According to the CSTO official website, functional groups were deployed at the Crisis Response Centre that included representatives of the Joint Staff and the CSTO Secretariat, Russian Interior Ministry, Federal Security Service, Federal National Guard Service, Ministry for Civil Defence, Emergency Management and Natural Disaster Response, Counter-Terrorism Centre and the Council of Border Troops Commanders of the CIS Member States.
Operational teams of the concerned ministries and agencies from CSTO Member States participated in the training remotely.
At the first stage, the training participants assessed the political, military and strategic situation in the Organization’s zone of responsibility, predicted its development and developed proposals for priority political and diplomatic measures.
At the second stage, proposals were prepared regarding the composition, rapid deployment and use of the CSTO Collective Rapid Response Force, as well as the provision of military and technical assistance to a CSTO Member State.
Training participants drafted relevant decisions of the CSTO bodies. During the training, draft decisions of the Collective Security Council, Council of Foreign Ministers, Council of Defence Ministers and Committee of Secretaries of Security Councils were presented concerning the implementation of joint measures to resolve the crisis situation in the Caucasus region of collective security.
Summing up, Colonel General Anatoly Sidorov, head of the CSTO Joint Staff, said that the strategic command staff training focused on practicing organizational, information and analytical decision-making support regarding the formation and deployment of the CSTO Troops (Collective Forces). He noted the increased qualification level of training participants: “at the stage of developing joint measures, the officials within functional groups of the CSTO Crisis Response Centre successfully improved their skills.” “Active work of the training participants allowed to work out the operation algorithm of the Organization’s Crisis Response Centre and its interaction with the authorized bodies of the CSTO Member States,” said Anatoly Sidorov.
The concept of the strategic command staff training envisioned a theoretical military and political situation which takes into account modern challenges and threats, designed for joint exercises with the CSTO Troops (Collective Forces) this year. The documents involved in the strategic command staff training will be used during the exercise with participation of the CSTO Collective Forces.
